ANY person who participates in any illegal numbers game shall suffer the following penalties:
a) The penalty of imprisonment from thirty (30) days to ninety (90) days, if such a person acts as a bettor.
b) The penalty of imprisonment from six (6) years and one (1) day to eight (8) years, if such a person acts as a personnel or staff of an illegal numbers game operation. The same penalty shall likewise be imposed to any person who allows his vehicle, house, building or land to be used in the operation of illegal numbers game.
c) The penalty of imprisonment for eight (8) years and one (1) day to ten (10) years, if such a person acts as a collector or agent.
d) The penalty of imprisonment from ten (10) years and one (1) day to twelve (12) years, if such a person acts as coordinator, controller or supervisor.
e) The penalty of imprisonment of twelve (12) years and one (1) day to fourteen (14) years, if such a person acts as a maintainer, manager or operator.
f) The penalty of imprisonment from sixteen (16) years and one (1) day to twenty (20) years, if such a person acts as protector or coddler.

At this writing, JUETENG in the country is not only safe and sound but also very vibrant and rampant. Strongly but frankly said, only fools and idiots in a given municipality, city and province, do not know who are the cobradores, cabos, revisadores, cahas, pagadores, protectors and capitalista of the illegal number’s game of JUETENG. Plainly and candidly said, the following very well know who are behind such illegal numbers games: The Barbero. Kutchero. Tubero. Lasingero. Basurero and many others. Most of the local public officials and police authorities however do know any of them—as they play blind, deaf and dumb! Why? Only fools do not know the answer!
The Malacañang occupant was able to stop “Wang-Wang”. Asked why the same does not stop Jueteng, the answer: It is not in his priority. Professing to be pro-poor, much preoccupied with the poor, focused on the plight of the poor, yet he does not know or do not want to know that Jueteng grossly and continuously exploits the poor—and how! In the event the Malacañang tenant loves to sleep and/or is mostly sleepy, then DILG—WAKE UP!
