SEN. MIRIAM DEFENSOR-SANTIAGO PRIVILEGE SPEECH: SENATE OF THE PHILIPPINES 22 SEPTEMBER 2010 "DILG +PNP = JUETENG"

Thus goes the title of the Speech made by the Lady Senator which stands in command of the following attributes: One, it was delivered with someone not only known for her personal courage but also in command of a sharp legal mind. Two, it is premised on the concrete information gathered from the many sources and much resources of her long standing Office. Three, it must be wherefore attentively read and seriously understood for its proper reference and practical observance.

Among the distinct and signal data provided and forwarded by the said Speech about Jueteng, are the following -- with immense social significance and ethical implications to both the present and the future situation of this Country more specifically in conjunction the much trumpeted "Matuid na Landas" -- or something the like -- with manifest relevance to the gross graft and consuming corruption from the local to the national levels of governance:

a. Thesis about the reality of Jueteng:

a. Pro-Jueteng collaboration between local Gov. Officials plus local Police
Authorities equal Jueteng.

b. Anti-Jueteng collaboration between local Gov. Officials plus local Police
Authorities mean no Jueteng.

c. Dissension between local Gov. Officials and local Police Authorities about Jueteng indicate the presence or absence of Jueteng, depending who has the strong determination for or against Jueteng,

b. Considered Topnotch Jueteng Daily Gross Receipts by Province:

1st. Laguna: Pesos 14 Million
2nd. Pampanga and Pangasinan: Pesos 9 Million
3rd. Batangas - Pesos 8.5 Million

c. Perceived Jueteng Operators in Region I:

a. I. Norte and I. Sur: Gov. Singson
b. Abra and La Union: Gov. Singson
c. Pangasinan: M. Urduna/Boy Bata

"If the interior secretary commands his forces to stop illegal gambling, the stars in heaven will stop, and the Philippines will be Jueteng-free." Thus proclaims the Lady Senator and thus wholeheartedly agrees the KRUSADANG BAYAN LABAN SA JUETENG!

"LEGALIZING JUETENG"

THERE is this interesting development in the present Legislature-as well as in the mind of well meaning ordinary citizens—that in order to stop Jueteng once and for all, this downright illegal and pernicious numbers' games should be instead "legalized". And the long-standing and pervasive problem brought about by this infamous racket will go away, disappear and remain but a bad dream. From the "Cobradores" up to their "Cabos" could then continue to have their livelihood. From the "Revisadores" up to the "Caja" and "Pagadores" would then keep their jobs. Lastly but not least important, the "Protectors", the "Operators" and "Jueteng Lords" themselves could be in peace and at ease as their syndicated work would eventually become "legal"—according to law, provided by law, sanctioned by law as if anything legal is automatically ethical, ipso facto moral.

For the honest and flank consideration of all those concerned—the millions of Filipinos specially those who know the distinction between objective good and evil, between true virtue and vice, between valuable discipline and tolerance, between sincerity and hypocrisy, between moral weakness and strength—it might be then but proper and practical to forward the following observations:

One: If this government cannot even stop such an open and simple deception, public and blatant corruption found in Jueteng, then, what is it really capable off? Continuous direct and indirect taxes from birth to death of every Filipino, millions and millions of intelligence funds, thousands of policemen, detectives and other law enforcers—and all these are worth nothing and thus do nothing when confronted by Jueteng. Why?

Two: If this government that claims to be the incarnation of integrity, probity and honesty, would legalized Jueteng, what would it legalize next—simply because it is incapable of stopping them, viz., prostitution, illegal drugs, abortion and other long standing vicious practices in the country such as graft and corruption, money laundering and tax evasions? It should also legalized "masiao", "suertes", "ball-2", etc.etc. Why not?

Three: If this government is in fact basically disabled or actually incapacitated to rule according to the basic demands of justice and truth, by reason of either the incompetence of the key persons running it or on account of their lack of moral strength, then two immediate questions that come to mind are the following: What is it for and why it is there at all? Does the "boss" make but a good sound bite after? Why so?

THE RIGHT MAN FOR THE RIGHT PLACE

To have the right man at the wrong place or to have the right place for the wrong man - this is certain and certified disaster in the sphere of management, this is empirical calamity in the world of organization. In other words, it is an elementary dictate of prudence, a basic mandate of logic that the right person should be elected to the right office, appointed to the right position or given the right task. In the event of any dissonant move or errant option patently contrary to the fundamental administrative or executive principle that the right person should have the right job -everybody concerned therein eventually becomes a loser.

Loser is the man unworthily elected to an office he is in reality unfit to have and to hold - a factual unfitness for whatever objective reason and/or personality liability. In the same way: Loser is the person for having been given an assignment the same is incapacitated from bringing to expected completion on account of any adverse causal factor. Loser is the individual assigned to a task for which the same does not have the required competence and/or lacks the demanded stability and/or wanting in character - normally exacted by given agenda. In this particular situation, sad to say but true, none of the following individuals could effectively hold any public Office on account of a given inborn or acquired deficiency: Neither popularity nor fame which are both external to the subject person concerned. Not grandiosity or verbosity which, sad to say, is but basically acting well and talking much, respectively.

What is truly worse in the above marked disparity between the agent and the agenda -- in line with the vision of a square peg forced in a round whole --is that all possible administrative disasters and/or probable organizational fiascos have everybody else concerned as the eventual victims thereof. It is exactly this lamentable phenomenon that brings about the basically distorted and pursuant socio-political calamity in an otherwise sound nature and noble objective finality of a republican democracy as a form of government: More than integrity, competence and character, elected into public Offices from the highest national authority down to the local public officials, are those who are but popular, who have but a glib tongue, who are reeking with campaign money from dubious sources - not to mention those who precisely do not subscribed to republican democracy as having infamous "Private Armies", "Guns and goons".

Philippines my Philippines: Why is it that you are ever poor and underdeveloped? Where are your good men and women to give you honest to goodness, good governance? Will you always have to prepare for the so called "People Power" when already disgusted and exasperated with a government? What?
